Description
The Dutch minister of Infrastructure and Environment announced March 23rd 2011 the bundling of environmental and planning laws in one framework act. This bill has been promoted as the largest legal making process since the constitutional reforms in the mid-19th century. Large benefits are being projected. After several, delays, the current planning is that this Act will come into force in 2021. So, 10 years after the idea was launched to start it. This presentayion discusses this large law-making project form the angle of large projects, which tend to be more expensive, tend to take longer to complete and have often less benefits that proposed at the time of decision making. This happens because the development of a large project becomes a goal in itself and decision makers present pros and cons of a project in an imbalanced way. The presentation especially focuses on improvement at the level of planning and promoting development and the development of the underling ICT-infrastructure of the Act, based on the idea that this new legal system would allow citizens full disclosure of information with one mouse click on the map.Period | 10 Jul 2019 |
